Past OKADE 2013 Plenary Keynote Speaker Dr. Hunter Boylan
Hunter R. Boylan is the Director of the National Center for Developmental Education and a Professor of Higher Education at Appalachian State University in Boone, NC.He is also the founder of Research in Developmental Education and a member of the Editorial Boards of the Journal of Developmental Education, the Journal of Teaching and Learning, the Center for Research on Developmental Education and Urban Literacy, and the international Journal of Innovation, Research, and Policy in Education. In addition, he serves as the principle investigator for the ongoing National Study of Developmental Education.
He is the former Chairperson of the American Council of Developmental Education Associations and the former President of the National Association for Developmental Education (NADE). He has received NADE awards for “Outstanding Leadership” and “Outstanding Research." In 1996, NADE designated its award for “Outstanding Research Publication,” the “Hunter R. Boylan Award” in honor of his contributions to research in the field. He has received other awards for outstanding scholarship and leadership from the National College Learning Center Association, the Council of Learning Assistance and Developmental Education Associations, Grambling State University’s College of Education, and Appalachian State University’s College of Education. In the spring of 2000, Dr. Boylan was named as a Founding Fellow of the American Council of Developmental Education Associations.
An internationally recognized authority on developmental education, Dr. Boylan has authored or co-authored 5 books and over 100 articles, book chapters, or monographs, and has received contracts and grants totaling over $3 million. He has delivered more than 275 speeches, workshops, and presentations at regional, national and international conferences on four continents. His comments on developmental education have appeared in the New York Times, the Chronicle of Higher
Education, Chicago Tribune, Community College Weekly, Education Week, the Boston Globe, the Washington Post, the Philadelphia Enquirer, the Columbus Dispatch, the Dallas Morning News, the Los Angeles Times, the Austin American, USA Today, and the Baltimore Sun. He has advised state higher education executive offices on policy issues in New York, Minnesota, Ohio, North Carolina, South Carolina, Texas, Louisiana, Mississippi, Arkansas, and Virginia and has provided testimony to state legislatures in Kentucky, Texas, Ohio, Minnesota, and Connecticut.
His favorite saying is “Good judgment comes from experience and experience comes from bad judgment.”

Past OKADE 2013 Thursday Dinner Speaker Dr. Debra L. Stuart
Dr. Debra L. Stuart, Vice Chancellor for Educational Partnerships with the Oklahoma State Regents for Higher Education, provides leadership and coordinates agency relations and interactions on academic and educational matters with state, regional, and national organizations. She serves as liaison to the State Regents Faculty Advisory Council and for projects with organizations such as the Oklahoma State Department of Education, Oklahoma Department of Career and Technical Education (CareerTech), the Oklahoma Department of Commerce, and the Oklahoma Business and Education Coalition (OBEC).
Stuart coordinates state and national initiatives related to enrollment management, accountability,
community college improvement, course redesign, and regional stewardship. Accomplishments include development of a state system financial aid database, involvement of higher education in the
Common Core State Standards (CCSS), development of the Achieve, Inc. Partnership for the Assessment of Readiness for College and Careers (PARCC), implementation of the Southern Regional Education Board (SREB) 12th grade transitional courses in math and literacy, and implementation of remediation reform. Previously at the State Regents, she served as Vice Chancellor for Administration, Executive Director of System Research, and Associate Vice Chancellor for Academic Affairs.
Stuart served on the U.S. Department of Education National Center for Education Statistics (NCES) committees studying state profiles and the teacher report card, as well as National Postsecondary Education Cooperative (NPEC) committees on communications and student persistence. She served on the Voluntary System of Accountability (VSA) Learning Outcomes Technical Work Group and was the state coordinator for the National Forum on College-Level Learning pilot project published by the National Center for Public Policy and Higher Education.
